Activation of per-frame timestamping

Currently there are cases where the PS Gateway reads more than one ethernet frame in sequence in the same read operation from a TCP session. In such a case, the hardware timestamp (t_3n = RequestTime) of the first ethernet frame is taken and logically assigned to all ETI messages completed within that socket read operation.
In future, this will be changed so that each ethernet frame gets its own timestamp. The enhanced timestamping will first be enabled on the PS Gateway for partition 4 on 2 June 2025. The remaining partitions will follow a week later on 9 June 2025.
